Government & Municipal Rentals in Philadelphia

Porta potty, roll-off dumpster and storage container rental for city and state departments, school and university facilities, transit and housing authorities, parks and the contractors who build and maintain public projects across Philadelphia: written quotes that match your purchase order, accessible units where the public uses them and one invoice for the whole job.

Public jobs buy differently. There's a purchase order to match, a vendor file to complete, an accessibility requirement wherever the public will use a restroom, and a project manager who has to explain every line on the invoice. A written quote that spells out every unit, every service visit and every haul makes all of that easier, and that's how every Philly Portables quote is written.

Who We Work With

City & State Departments

Streets, Water, Parks & Recreation, Public Property and the state agencies with projects in the city run jobs that need restrooms for crews, dumpsters for cleanups and containers for equipment, often for weeks in one place and then on to the next. A single vendor for all three keeps the paperwork to one quote and one invoice per job.

Schools & Universities

School renovations over the summer, a stadium or field project, a dormitory gut or a facilities department clearing out a building all need the same rentals as any construction job, with the added need to keep students and staff away from the work. Restrooms for the crew, a dumpster in the service lot and a container for the furniture coming out of the classrooms go on one order.

Transit, Housing & Public Authorities

Station renovations, track work, housing authority unit turnovers and maintenance projects run on tight schedules and in tight spaces. We plan placement with the project manager so units, dumpsters and containers fit the site and the schedule.

Public Works Contractors

The general contractors and subcontractors on city, state and authority projects need everything a private job needs, plus paperwork that holds up to a public owner's review. Our quotes are written to be attached to a submittal or a change order as they are.

Parks, Recreation & Public Events

Community events, rec center programs, park cleanups and seasonal events on city property need restrooms that meet the accessibility rules, hand washing where food is served and a dumpster for the cleanup. See Event Rentals for event planning.

Written Quotes Built for Public Buyers

Every quote lists every line in plain words: each unit and its service schedule, each dumpster with its days on site, tons included, overage rate and swap price, each container and its rental period, plus delivery and pickup. Nothing is left to a phone call or a rate card. That's the document a buyer can match a purchase order to and a project manager can defend.

Send your vendor requirements with the quote request, like the forms your agency uses, the PO number and any terms the order has to carry, and we'll respond with what's needed. Invoices reference the job and the PO, and a long job bills every 28 days for restrooms and containers and per haul for dumpsters, so the charges follow the work.

The City of Philadelphia posts its bids and contract opportunities on PHLContracts, its procurement site, and other public agencies run their own. For a job you're quoting as a contractor, send the bid documents with your request and the quote comes back in a form you can include with your bid.

Accessibility on Public Sites

When portable restrooms serve the public, the ADA Standards require at least 5% of the units in each cluster to be accessible, with at least one in every cluster, and the accessible units must carry the International Symbol of Accessibility (U.S. Access Board, ADA Standards §213.2). The rule applies at temporary events too. Units for construction crews on a construction site are exempt.

On a public project that's open to the public while it's built, like a park that stays open, a station that keeps running or a school with summer programs, the restrooms the public can use need their accessible units. We build the count into the quote from the layout. See ADA Porta Potty Rental in Philadelphia for the details.

Crews, OSHA & Long Jobs

For crews, OSHA sets the minimum number of toilets by the size of the crew, one for 20 workers or fewer and more as the crew grows (29 CFR 1926.51(c)), and requires washing facilities where crews work with paints, coatings or other harmful substances (29 CFR 1926.51(f)). Units are serviced at least weekly. On a long public job, the schedule is set at the start and adjusted as the crew grows and shrinks.

Crews that move along a corridor, like a water main replacement block by block or a repaving project, need units that move with them. We plan the moves with the superintendent so the restrooms are always within reach of the work.

Placement on Public Property

Public sites come with their own rules about where equipment can go. On a street, a dumpster or a container is in the Streets Department's right-of-way and needs its approval; a dumpster also needs the L&I dumpster license. In a park, the placement is agreed with Parks & Recreation. On a school or authority property, the facilities office decides. Tell us who controls the site and we'll work out the placement with them.

See the Philadelphia Dumpster Permit & License Guide for the dumpster rules and Storage Container Rental in Philadelphia for containers.

Summer Work on Schools & Campuses

Schools do their heaviest construction between the last day of classes and the first day of the next year. Roofs, boilers, windows, restrooms and classrooms are all opened up at once, on a schedule that can't slip, with a building that has to be clean and ready by late August. That puts a lot of rentals on a lot of sites at the same time.

Crews need restrooms because the building's own are often part of the work. Dumpsters go in the service lot or the schoolyard, sized to the demolition, with swaps timed to the crew's schedule. Containers hold the classroom furniture and equipment that has to come out of the rooms being renovated and go back in before the doors open. Planning all three together, by building, keeps the summer schedule intact.

A Checklist for Public Buyers

Most public orders need the same handful of things. Sending them with the quote request means the quote comes back ready to attach to a requisition.

  • The Site & Who Controls It: The address, the department or facility, and who signs off on where equipment goes.
  • The Scope: Restrooms, dumpsters and containers, with the crew size, the debris and the dates.
  • Public Use: Whether the public will use the restrooms, which sets the accessible unit count.
  • Your Vendor Forms: Any forms your agency requires from a new vendor, and the PO number when you have it.
  • Billing Contact: Who receives the invoices and how they should reference the job.

What Goes Into the Price

Every quote is built around your event or job, not pulled from a rate card. These move the price most.

  • The Scope: Units, dumpsters and containers, each listed with its own terms.
  • How Long: Restrooms and containers by the 28-day period; dumpsters per haul.
  • Service & Swaps: Weekly service, extra visits for big crews and dumpster swaps on call or on a schedule.
  • The Site: Placement, moves along a corridor and access, all on the quote.

Delivery, setup and pickup are on the quote, and the quote is in writing before you pay anything.
